Added lots of functional necessary but also boring stuff the last couple of days
- Set up mailers for account administration settings
- Added privacy policy and terms of service
- Also updated the Pastie svg logo a bit ^-^

Actual interesting feature:
- Added the Scratchpad! You can access it at: https://speedpastes.org/scratchpad
The scratchpad is a personal notepad which you don't share, but can access from anywhere as long as you're logged in. Anything you enter will be automatically saved :)

- Also added view counter to pastes
