In Pokemon Emerald's Battle Tower, the best strategy for achieving high streaks is PP stalling. The best teams have two Pokemon with only stalling moves (Torment, Protect, Growl, recovery, etc.) and then one setup sweeper with 1-2 attacking moves. The lead Pokemon is PP stalled until it uses Struggle and then crippled with Charm/Growl/Intimidate so that the sweeper can set up a Substitute and 6 Calm Minds or Dragon Dances. Each battle takes a very long time, and winning 1000+ battles takes months if you play for 6 hours of every day. The highest streak is 3003 wins and counting with Skarmory/Blissey/Latios.

NOTE: Healing moves are allowed because banning them would invalidate many standard sets and teams that were not designed with stalling in mind. For example, a player might run Recover Milotic because they don't have access to a good Suicune. Healing moves are also not broken for stalling strategies unless paired with other strategies that are not allowed.
